Peralta Community College District has updated Board Policy 6356 to strengthen and modernize its Small Local Business Enterprise (SLBE) Program while reaffirming the District's longstanding commitment to supporting local businesses. The revised policy continues to promote meaningful opportunities for certified small local businesses through District contracting and enhances outreach, accountability, and stakeholder engagement. These updates are intended to ensure the program remains effective, transparent, and aligned with the District's procurement goals.

About the bond measure
Approved by 76% of voters
During the November 2018 election, voters of Northern Alameda County overwhelmingly approved Measure G — the District's $800 million bond proposal to facilitate improvements to facilities and new construction across all four Peralta Colleges. It is the largest bond in PCCD history.
How the program is run
Measure G projects are monitored by an internal group of stakeholders who move the projects forward based on the totality of the program, as well as the instructional and service needs of each campus. The District has assembled an implementation and execution team to deliver against the approved bond program.
To run the program, the District has hired experts in construction, project management, and labor compliance — working to maximize efficiency and adherence to District policies and planning, including the District's Project Labor Agreement. The District will hire a Capital Program Director with procurement staff to perform the project accounting and financial operations for the Bond Program and ensure that progress payments and vendor payments are made in a timely manner and based upon supporting documentation and in compliance with standard accounting procedures and best practices for school construction.
How projects are selected
The Measure G program is built on the District-wide Facilities Master Plan, with priorities established by each campus working collaboratively to identify the projects that will be funded by the bond. The District guarantees that each college will receive funding in an amount no less than 10% of bond proceeds.

The Peralta Community College District (PCCD) is a collaborative community of colleges comprised of Berkeley City College, College of Alameda, and Laney and Merritt colleges in Oakland. The Peralta Colleges offer a dynamic multicultural learning environment with accessible, high-quality educational programs and services — including two-year degrees, certificates, and university transfer programs — to more than 30,000 students. PCCD is also home to award-winning Peralta TV (Comcast ch. 27/28, AT&T ch. 99) and public radio KGPC-LP 96.9 FM.

The Peralta Community College District is committed to ensuring equal opportunity and equitable treatment in the awarding and administration of its public contracts. To support that commitment, the District has established an annual overall program goal of 25% participation by Small Local Business Enterprises (SLBE) on bond-funded contracts.
How bidding preferences work
To facilitate opportunities for small local businesses, the District determines bidding preferences on a contract-by-contract basis. The preference is used only for computation purposes — to determine the winning bidder — and the contract is awarded at the actual bid amount.
Whether a preference applies, and at what level, depends on the specific solicitation. Please review the guidelines below to see if your firm qualifies for the preference on a given contract.
Eligibility
Eligibility is determined based on three factors:
Criterion 1
Scope of work or trade
The work being performed must align with eligible scopes recognized under the SLBE program.
Criterion 2
Firm revenue size
The firm must meet the program's revenue thresholds, which vary by industry and scope.
Criterion 3
Business location
The firm must be located within the District's designated market area, as defined in Administrative Procedure 6356.

Following the District's shared-governance review process, the revised Board Policy was approved by the Board of Trustees on February 10, 2026.
The updated program continues Peralta's longstanding commitment to creating meaningful opportunities for small and local businesses and to supporting economic activity within our surrounding communities. The program maintains a 25% SLBE utilization provision for covered contracts and provides 3% to 5% bidding preferences for bidders that commit to SLBE participation above the established utilization requirement. Under the revised policy, these provisions apply to covered construction, professional services, and supply contracts valued at $1 million or more.
The updated policy continues to encourage meaningful participation by certified small local businesses in District contracting while enhancing program accountability, outreach, stakeholder engagement, and technical assistance, while continuing to prioritize firms with strong ties to the communities the District serves. Eligibility criteria, including the designated market area, are set out in Board Policy 6356 and Administrative Procedure 6356.

Build Peralta Academy is a nine-session workshop and technical-assistance bootcamp that includes instruction by industry subject-matter experts. The workshops are created to provide support and help ensure success for small businesses working — or interested in working — on the Measure G bond program, as well as for Peralta students interested in construction and design projects.
Sessions are conducted in either lecture or panel format, in person or virtually. Attendees who participate in 90% of the courses in one series will receive a Certificate of Completion.

Educate
Knowledge-transfer sessions are each two hours, in panel or workshop format.
Connect
Since sessions are led by key officials from the District and PMO, participants meet project and district leaders.

District commitment
The District is committed to delivering Measure G construction through a Project Labor Agreement that supports fair wages, safe job sites, labor stability, and — critically — pathways into the building trades for local residents and Peralta students. The PLA is a core part of how the program returns value to the community it serves.
About the PLA
The Peralta Community College District utilizes a Project Labor Agreement (PLA) on eligible bond-funded capital improvement projects to support high-quality construction delivery, labor stability, and workforce development across PLA-covered work.
Workforce development
The PLA coordinates workforce participation through building and construction trades pathways, established systems, and state-recognized training programs — including the Laney College Multi-Craft Core Curriculum (MC3) program established in 2025. Local workforce development organizations play an important role in supporting apprenticeship readiness and construction career pathways.

MC3 Training Program — Laney College
The Multi-Craft Core Curriculum (MC3) is a state-recognized pre-apprenticeship training program that prepares workers for careers in the building and construction trades. Established at Laney College in 2025, MC3 graduates have a recognized pathway to registered apprenticeship in the trades that participate in the District's PLA.
Purpose
The Small Business Advisory Council provides community and industry input into the District's small-business engagement strategy for the Measure G Capital Program. The Council advises on outreach, technical-assistance priorities, and ways to strengthen participation by local firms — helping ensure the program reflects the businesses and communities it serves.
What the Council does
Advise
Offers guidance on outreach and engagement so local small businesses can find and pursue Measure G opportunities.
Connect
Bridges the District, the PMO, and the local business community to surface barriers and share opportunities.
Inform
Helps shape program materials and technical-assistance offerings for the local small-business community.

What is Build Peralta?
Build Peralta is the official public-facing website for the Peralta Community College District's capital construction program — funded by the voter-approved Measure G general obligation bond. The site exists to make visible how bond dollars are being spent, where construction is happening, and which projects are underway, for the community, taxpayers, students, and business partners who help deliver the work.
This site is maintained by the District's Department of General Services and the Project Management Office (PMO), with independent oversight from the Citizens' Bond Oversight Committee (CBOC).
Why it matters
In November 2018, voters approved Measure G — an $800 million bond — by an overwhelming 76% majority. It is the largest taxpayer-funded investment in PCCD's history, supporting facility improvements and new construction at Berkeley City College, College of Alameda, Laney College, and Merritt College. The District guarantees that each college will receive funding in an amount no less than 10% of bond proceeds.
The bond came with a commitment to transparency: every dollar spent is reviewed by the CBOC and published here for the public to see. Build Peralta is how that commitment shows up day to day — schedules, budgets, project status, board-approved scope, and contracting opportunities, all in one place.
How the program is governed
Projects are monitored by an internal group of District stakeholders working from the District-wide Facilities Master Plan, with priorities established collaboratively by each campus. To deliver the work, the District has hired experts in construction, project management, and labor compliance — a Director of Capital Projects leads the team and works in compliance with the District's Project Labor Agreement.

How oversight works
The Citizens' Bond Oversight Committee (CBOC) is independent of the District organization shown above. It is appointed by the Board of Trustees but operates as a separate oversight body — reviewing expenditures, auditing reports, and publishing findings to the public. What the CBOC does
State law (Proposition 39) requires every California school district that passes a 55% threshold general obligation bond to form a Citizens' Bond Oversight Committee. The CBOC's role is to ensure that all bond proceeds are spent only for projects authorized by voters — not on salaries, pensions, or operating expenses.
Operating separately from the District organization, the CBOC meets quarterly in public sessions, reviews independent financial and performance audits, and publishes its agendas, minutes, and annual reports at peralta.edu/cboc. Meetings are open to the public; members of the community are encouraged to attend.
How to participate
CBOC members are appointed by the Board of Trustees from designated categories including taxpayers' associations, business organizations, senior citizens' groups, students, and members of the community at large. If you're interested in serving, see current members and openings on the District site.

About the Board
The PCCD Board of Trustees is composed of seven elected members representing the six cities served by the District: Alameda, Albany, Berkeley, Emeryville, Oakland, and Piedmont. Two student trustees also serve in advisory roles.
The Board sets District policy, approves the budget, awards contracts above statutory thresholds, and ratifies major actions related to the Measure G bond program — including approval of project lists, bid awards, and master plans.
